Sterilisation: First committee recommendation for mental defectives
In 1934 a Departmental Committee on Sterilisation, known as the Brock Committee,
recommended unanimously
that sterilisation be made legal for mental defectives, those suffering from, or believed likely to
transmit, mental
disease and persons suffering from or believed to be carriers of grave physical disabilities
which had been shown
to be transmissible. The recommendations referred only to the right of such people to be
sterilised and required
the consent of the person to the operation. But if the person was a minor, or "incapable," then
the guardian could
give permission for the operation to be performed. The question has been asked - who is the
guardian of a mental
defective or lunatic in a public institution? An official of the state! The Brock Committee's
report was never
adopted.
