Perhaps the most famous unpunished case of incest in ancient Rome is that of Caligula (A.D. 37-47), who married his sister Agrippina, who, as the wife of Claudius and Dowager Empress also had sexual relations with her own son by an earlier marriage, the future Emperor Nero.
